REQUEST FOR PROPOSALS
TO REPLACE AND UPGRADE THE
SECURITY CAMERA SYSTEM FOR THE LAKE COUNTY COURTHOUSE, JAIL,
AND CAMPUS

County of Lake, State of Michigan

OVERVIEW
Lake County is requesting proposals from licensed and insured contractors to provide a security camera system and installation for the Lake County Courthouse, Jail, and Campus.

  • Deadline for Submittals: December 6th, 2022 @ 4:00 pm (Lake County Administration Office)
  • Contract awarding December 14 - 23, 2022
  • Contractor work January through March 2023

INTRODUCTION

Lake County is Requesting Proposals to upgrade and expand its Campus-wide camera security system. The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for this project.

The County intends to use the results of this process to award a contract for the product(s) and/or service(s) stated.

SUBMITTAL INSTRUCTIONS

Proposals must be received by the Lake County Administration Office by the specified time stated above. Proposals received in response to this solicitation will not be returned to the proposers. Lake County is not liable for any costs incurred by proposers in replying to this RFP. All proposals must be packaged, sealed and show “Security Camera RFP” on the outside of the envelope, package, or email.

SCOPE AND REQUIREMENTS

  • For any system proposed, the method for storage, viewing, and recording proposed must provide detailed specifications on operations and backups.  Including any software, licensing, and ongoing support, including costs.
  • Any system proposed should be able to store video and audio (where applicable) for a minimum of 60 days.
  • The awarded bidder should be able to be set up as a county vendor, including the provision of insurance, license, etc.
  • Any system proposed should include information on warranty and possible service agreement(s)/costs, as well as any ongoing maintenance or support costs.
  • Proposals should detail a proposed timeline for installation.
  • Proposals should provide individual and itemized costs, in additional to the total:
      • Hardware
      • Software
      • Running CAT Lines
      • Labor
      • Cameras
      • Licensing (If applicable)
      • Other
  • Proposals should include a history and qualifications of firm     

PROJECT SPECIFICATIONS

  1. Upgrade and/or add existing Security Camera Software and Hardware necessary to provide live and recorded video monitoring in the Lake County Courthouse, Jail, and Campus – both inside facilities and outside.   
  2. Install and configure 70-80 cameras with a resolution of at 3 mega pixels, depending upon type and coverage of camera.
  3. It’s estimated that several multiple head cameras will be utilized where possible.
  4. 2 of the cameras with need audio (Jail Booking Area and Sheriff’s Office Lobby).
  5. All new cameras to be installed using CAT 6 cable. Wireless proposals will NOT be accepted.
  6. Where possible the expectation is to use the existing county network CAT 5e.
  7. Proposals should clarify if the cameras proposed for installation will require individual licenses and stipulate in the proposal how much the cost is individually and collectively.

Please note, upon a fully executed disclosure agreement, the county will provide a map and diagram of the proposed locations for cameras and the areas to be covered. Agreements can be obtained by contacting Sgt. Keith Bartram at kbartram@co.lake.mi.us

SITE VISIT WITH WALK THROUGH

For interested parties, there will be a site visit and walk-though scheduled for Tuesday, November 29th, 2022 at 1:00 pm, with Sgt. Keith Bartram.

The county reserves the right to reject any or all proposals, to waive defects, informalities and minor irregularities in proposals or in the receipt of proposals, to select the proposal deemed to be in the best interests of the county and to negotiate with the selected bidder.

Vendor Resources

All Independent Contractors that provide services to Lake County will need the following forms and/or documents completed and returned to the Administration Office prior to commencing any work:

·         1. Completed W9 form 

·         2. Copy of your current certificate of business liability insurance

·         3. Completed Independent Contractor Workers Comp form 

If you operate as a Partnership, Corporation, or LLC we must also receive:

·         Copy of your current certificate of Worker’s Compensation insurance 

OR

·         A properly filed BWC 337 form
